It enables you to use Java applications on your Mac and is simple to install although you need to close your browser before doing so. You can also download Java for Mac OS X 10.6 Snow Leopard via your Java preferences in your System Prefs folder. If you've had problems doing this however, this download should solve it. Note that this version of Java has been updated by Apple to patch a security flaw that was exploited by the Flashback Trojan.
